The Anti Racing Team, with Cheng Zhi Fei as the leader, starts to work on the investigation. An illegitimate street racing organization led by Jiang Xiao Hai surfaces, which intends to secretly hold an illegitimate street racing game in Hong Kong so as to acquire illegal profits.
